dear cathrine,
for the time being, the simplest thing is to
add manually in xotcl-full-0.9.3/xotcl-0.9.3/unix/Makefile
after the configure run -I/usr/include/tcl8.3 at the place
where the other "-I"-option are written.
that should keep you going for now
